Notes

Nine pages. Section Five imposes the same mask rule in Executive Branch buildings. The Husch Blackwell tracker records the surgery section as reserving 10 percent of ICU beds and limiting medical-surgical beds to 50 percent of the September 2020 average; the December 16 restatement (IA-033) reads 'at least 10% of intensive care unit (ICU) beds and 10% of medical/surgical beds.'
