Operative words

3. Any person who has received the final dose of a COVID-19 vaccine at least fourteen (14) days prior is not required to wear a face covering in any setting, except as otherwise set forth in this Order. 4. Any person shall wear a face covering when riding on all planes, buses, trains, and other forms of public transportation... 5. Any person in a K-12 educational, preschool, daycare, or other childcare setting, including any student, employee, staff member or visitor, shall wear a face covering. 6. Any person in a healthcare setting shall wear a face covering. 7. Any person in a long-term care setting shall wear a face covering.... 14. Nothing in this Order should be interpreted as preventing any entity from requiring face coverings in certain settings.
