Operative words
Effective at 12:01 am on May 10, 2021, the following enterprises may open their brick-and-mortar premises to workers, customers, and the public or otherwise resume activities, subject to the requirements of Section 2 of this Order: Amusement parks, theme parks, and outdoor water parks; Road races and other large, outdoor organized amateur or professional group athletic events.... Amusement parks, theme parks, and outdoor water parks are limited to 50 percent of permitted capacity... At least 10 business days prior to opening to the public, an operator... must submit a COVID-19 Safety Plan to the Department of Public Health.
