Operative words

This Proclamation activates any and all authority delegated to me by any and all emergency management, public health and other pertinent laws to issue any and all oral and written directives that I, upon the advice of public health and other expert officials, reasonably deem necessary to respond to and protect against the spread and impacts of COVID-19 in Maine. This Proclamation also authorizes the Maine Department of Health and Human Services to exercise emergency powers pursuant to 22 M.R.S. § 820.

Declares both a civil emergency (37-B) and an extreme public health emergency (22 M.R.S. § 802(2-A)); the Governor's same-day release recommended ending classroom instruction, postponing non-urgent medical procedures and elective surgeries, restricting long-term care visitors, and cancelling gatherings of 50 or more.
