Operative words

.. the Mayor of the City of Austin deems it in the public interest to issue this Order, effective as of 11:59 a.m. on May 8, 2020, and continuing until 11:59 p.m. on May 30, 2020, unless terminated or modified by a subsequent order.... SECTION 3. Face Covering Behaviors... [all persons over 10 to wear a face covering when outside the residence]... Face coverings are required in all City owned and operated facilities.... No civil or criminal penalty will be imposed for failure to wear a face covering.... [Exhibit] II. Non-essential Business shall cease to the extent that it is not included in the [Governor's reopened services]... SECTION 10. Hospital, Pharmacy, and Clinic Data.... SECTION 11. Restaurant Dine-In and Reopened Service Logs and Privacy...

Enforcement

§ 12: violation is a criminal offense; misdemeanor punishable by a fine not to exceed $1,000 and/or confinement in jail for a term not to exceed 180 days, 'except as otherwise provided herein'; no penalty for failure to wear a face covering (GA-18); enforcement 'substantially reliant on self-regulation'
