Operative words
The public in general and Critical Infrastructure/Essential Business employees should [wear fabric face coverings in public settings where other social distancing measures are difficult to maintain]... [persons leaving home under the] Travis County Stay Home Order, 2020-5, should wear a mask or cloth face covering... Even with the use of appropriate face coverings, individuals shall maintain 6 feet of social distancing whenever possible... It is critical to emphasize that staying home is the best way to help reduce the spread of the virus, but if you must go out, wearing a fabric face mask is recommended.
Enforcement
Recommendatory ('should', 'recommended'); the six-foot distancing requirement of Order 2020-5 restated as mandatory
Notes
Recommendatory precursor (April 6) to the April 13, 2020 mandate; evidences the County's direction that essential-business employees mask a week before the order.
