Operative words
Amended and Restated Executive Order No. 21 is a Local Order as described in, contemplated by, [Order 20-05-13-01]... All retail establishments... that principally sell goods may open to customers provided the cumulative number of customers and [staff is limited]... Manufacturing businesses and facilities in Anne Arundel County may open... religious facilities may open [with limits]... personal service establishments may open, but subject to the conditions [set forth]
