Operative words

This Order is effective at 12:00 a.m. on September 24, 2020 and will continue through [October 31, 2020] unless movement to another tier is [required]... Order 3: Gatherings. A. Indoor and outdoor social gatherings of more than five individuals are prohibited.... Occupancy of each indoor retail business included under this section (grocery stores, hardware stores, etc.) is limited to no more than 50% of the [maximum occupancy]... Restaurants and other facilities that prepare and serve food, but only for [parties of five or fewer].

Misdemeanor; fines up to $5,000, up to a year in jail, or both
