Operative words
I hereby adopt and promulgate the following rules which have the force and effect of law.... The Sixteenth Proclamation... effective November 23, 2020, modified the requirements for transpacific travel to Hawaii by mandating that all persons electing to participate in the State's Safe Travels pretravel testing program produce a negative test result from a trusted testing partner administered within 72-hours of the final leg of departure or submit to a 14-day mandatory self-quarantine. This Emergency Rule updates the County's rules, its policies on travel, and its policies on face coverings.
