Operative words
These restrictions will be effective as of July 23, 2021 at 6:00 A.M.... [All individuals] are subject to an indoor mask advisory and are strongly recommended to wear a face covering over [the nose and mouth]... indoor public and private gatherings shall be limited to 250 individuals and outdoor public and private gatherings shall be limited to 500 individuals... [events at higher] capacity without masking or distancing IF all participants provide proof of full [vaccination or a negative test]...
