Operative words

Multnomah County announced today it will comply with Gov. Kate Brown's new health and safety measures for Oregon counties. Multnomah County will move into an extreme risk category on Dec. 3 in order to align with the rest of the Metro area and will adopt the state's criteria for restrictions.... [Status message, captured Aug. 26, 2021:] Update August 26: Masks are required in indoor settings in Oregon whether vaccinated or not. Starting August 27, masks will be required in outdoor settings where physical distancing is not possible.

Notes

Two facts in one exhibit: the County's Dec. 3, 2020 entry into Extreme Risk (with Clackamas and Washington Counties), and, from the Aug. 26, 2021 capture, the County's own notice that indoor masks were required statewide regardless of vaccination and outdoor masks from Aug. 27, 2021 (OAR 333-019-1025 as amended by PH 41-2021, Ex. OR-048).
