Operative words

Effective today and until further notice... face coverings [are required] in places of public accommodation including pharmacies, hotels, grocery stores, restaurants and bars (except while dining), gyms and similar facilities, retail stores, special events, transit and more.... Education will be the first approach for any individual not wearing a mask, prior to undertaking any enforcement such as a citation.... Failure to comply with an emergency proclamation is a misdemeanor under Section 1.04 of the Tempe City Charter.

Notes

Exemptions: religious organizations, outdoor exercise with distancing, children under 6, medical conditions, workers in workspaces without public access, public safety and field employees, swimmers. The City posted downloadable 'mask required' signs for businesses. AZ Mirror June 18, 2020 (Ex. MET-PHX-033) lists Tempe among cities that had 'already announced new mask policies via emergency declarations from their mayors.'
