a. Purpose and Intent. This Order imposes a mandatory Quarantine on anyone traveling, moving, or returning to the County from anywhere outside the Bay Area, except as described in this Order.... [Quarantine in a] Household for 10 days (240 hours) from a person's time of arrival in the County... 12. Effective Date. This Order becomes effective at 12:01 a.m. on December 18, 2020, and will remain in effect until 12:01 a.m. on January 4, 2021, but may be extended by order of the Health Officer as necessary if the surge continues.

Exceptions for essential health-care and specified essential travel. Santa Clara's parallel travel directive (14 days, over 150 miles) from Nov. 30, 2020 (Ex. MET-SFO-032, -073).
