Operative words
Section 3. Face-Coverings and Face-Shields Mandatory. In the event that 2% of the school population (inclusive of students, faculty, and administrative staff) on any Elementary School campus have tested positive for COVID-19 during any 14-day period (the 'Threshold Trigger'), Face-Coverings or Face-Shields will be required for all students, faculty, and administrative staff during the school day, including after school extra-curricular activities, at that school's campus until the incidents are lower than the Threshold Trigger as determined by the Health Officer.... Section 5. Effective Date; Duration. This Order shall become effective on August 25, 2021 at 12:01 a.m., and will continue to be in effect until the termination of the Local Public Health Emergency.
