Operative words
This Order supersedes and replaces all prior orders and shall be effective at 12:00 a.m. on September 18, 2020 and will expire at 11:59 p.m. on October 6, 2020 unless extended, rescinded or modified prior to such [expiration].... Section 1.04 Face Mask Requirements. 'Face Mask' mean[s] a covering made of cloth, fabric, or other soft or permeable [material]... 'Face Mask Requirements' means the required wearing of a Face Mask by any [person in the specified settings]... [Order 2020-21 recital:] On September 16, 2020, the Director's Order 2020-11 modified the closing time for bars and restaurants to 10:30 pm
