Operative words

Emergency Directive 1... [proceedings] must be scheduled or rescheduled for a date no sooner [than June 1, 2020]... Emergency Directive 5... or that an oath be taken, it shall be sufficient if the subscriber affirms the truth of [the matter]... the emergency directives contained in this order are effective immediately and expire on 1 May 2020.
