Operative words

hereby declares a state of emergency in North Dakota in response to the public health crisis resulting from the novel coronavirus (COVID-19), and hereby orders activation of the North Dakota State Emergency Operations Plan (SEOP)... All state agencies are ordered to provide response resources and capabilities pursuant to their respective responsibilities detailed in the SEOP.

Enforcement

Predicate order; N.D.C.C. § 37-17.1-05(2) gives executive orders the force and effect of law (recited in later orders)

Notes

Every subsequent COVID-19 executive order and every State Health Officer order recites this declaration as its predicate. Rescinded effective April 30, 2021 by EO 2021-09 (Ex. ND-081).

Retrieval note

Day-of-month in the executed scan is partly illegible; the order's own recitals and every later order fix the date as March 13, 2020.
