Operative words
Every school district in North Dakota must create a Health and Safety Plan for each school building within the district, consistent with the ND K-12 Smart Restart Guidance... approved by the district's school board and published on the school or district's website. The Health and Safety Plans must be completed before opening school or providing student services for the 2020-2021 school year. The Superintendent of the Department of Public Instruction (DPI) will allow school districts to offer distance learning during the 2020-2021 school year, based upon a distance learning plan consistent with the ND K-12 Smart Restart Plan
