Operative words

1. The Commissioner shall adopt and activate the CSC Plan that will commence the process for creating the CC Guidelines. 2. The Commissioner shall appoint the members of the SDMAC and the STC. The members shall work, under the direction of the Commissioner, to create the CC Guidelines.
