Operative words

5. All staff and members must wear a reusable/washable cloth face coverings over [nose and mouth]... Capacity, Spacing, and Social Distancing Requirements: 1. Admissions to the facility should be limited to, at most, 50% of the maximum licensed capacity, or the number where people can consistently maintain at least 6 [feet]... 10. Indoor communal or common areas should be closed to discourage gatherings.
