Operative words

(1) All Mass Gatherings are hereby prohibited. (2) [Restaurants, bars and eateries limited to] fifty percent of maximum occupancy, and no greater than fifty percent of seating capacity... Patrons may not be seated at bars and standing patrons shall not be served. (3) All casinos and horse racing facilities, and attendant restaurant or bar operations shall close.
