SECTION 3: For certain large events or conventions held in counties where face coverings are required indoors pursuant to other Directives, fully vaccinated attendees and fully vaccinated staff may remove their face coverings inside the venue during the event or convention if all requirements of this Directive are met. Nothing in this Directive shall be construed to permit attendees or employees, regardless of vaccination status, to remove their face coverings within buses, trams, vans, cars, or other modes of transportation within or between portions of a large event or convention.... SECTION 5: 'Convention' means a convention, conference, trade show, or similar event that meets all of the following criteria: 1. It will have 4,000 attendees or greater; 2. It is for a discrete period of time; 3. It requires pre-registration; 4. It is open only to those who have successfully completed pre-registration; 5. The event operator maintains access control...; and, 6. Except as otherwise provided in this Directive, the event operator requires proof of at least one dose of a vaccination against COVID-19 for every attendee at that event and denies entry to all attendees who fail to provide such proof.
Enforcement
Certification to B&I and local health authority (Large Event and Convention Masking Exception Guidance, Sept. 2, 2021); Directives 024, 045 and 047 otherwise apply

Las Vegas conventions of 4,000 or more in September 2021 operated either under universal masking (Directive 047) or under this vaccination-proof condition.
