Operative words

Do hereby declare an emergency for the City of Norman; and Do hereby prohibit, effective immediately, organized gatherings of 50 or more people... Do hereby, effective at 8:00 p.m. on March 18, 2020, enact the following: [a. bars, lounges, gyms and fitness facilities, entertainment venues within the city] limits shall be prohibited from operating or opening to patrons; and b. Restaurant dining rooms shall be closed to the public, although pick-up and [delivery may continue]... Further, this proclamation shall expire on April 3, 2020, unless otherwise extended by me.
