Operative words
As of June 30, 2021, DMV offices will no longer require masks or physical distancing, or pandemic-related capacity limits on indoor waiting areas.... Appointments are the best way to get DMV services now and in the future.

Notes
Closure history (secondary, OPB Apr. 28, 2020): 'Most Oregon offices will remain closed to the public until further notice'; six field offices open by appointment only for commercial driver licensing; all other services by mail or online; law-enforcement grace period for expired credentials. Appointment-only reopening began June 2020 (press).
Retrieval noteAgency's own bulletin describing its operating restrictions; graded secondary because it is a release, not an order.
