Existence and the State's treatment of these ordinances are verified from primary State instruments: EO 2020-50 recites that the Governor 'encouraged counties and municipalities of this State to enact or implement appropriate and narrowly tailored emergency ordinances... requiring individuals to wear face coverings'; EO 2021-12 § 2(G) preserved them; EO 2021-23 § 2(D) declared 'any remaining mandates issued by counties, municipalities, or other political subdivisions of this State related to Face Coverings' invalid and preempted.
