Operative words
1. All persons entering a commercial establishment in the unincorporated Richland County [must wear a face mask]... [violation is] a civil infraction, punishable by a fine of not more than $25.00. A person who [owns or controls a business that fails to require masks is guilty of a civil infraction] punishable by a fine of not more than $100.00... [each day a] separate and distinct offense.... ARTICLE 2. Mask Requirement as it Pertains to Schools and Daycares... This Article pertains to schools subject to Proviso 1.108 of the 2021-2022 Appropriations Act and private schools and daycares... No school district or public school within the unincorporated Richland County shall create, announce, or enforce any policy requiring face masks... No public school employee shall use any paid work time or work equipment to [enforce this Ordinance]... SECTION IV. Effective Date. This Emergency Ordinance shall be effective beginning at 6:00am on September 15, 2021. This Ordinance shall automatically expire on the 61st day after [adoption].
Enforcement
Civil infraction: $25 per person; $100 for the business or school; each day a separate offense; County code enforcement 'will periodically visit affected establishments'; no school or school-district staff enforcement (Article 2 ¶¶ 4-7, drafted to avoid Proviso 1.108)

A Q3 2021 general-commerce mask order in a county of more than 400,000 residents, adopted the day the County's earlier ordinance was superseded; the Supreme Court cited it in Op. No. 28063 n.2.
