Operative words
South Carolina law requires schools to take measures to prevent the spread of disease in the school and childcare populations by limiting the attendance of students and staff with contagious or infectious diseases at school and school activities. SC Regulation #61-20 requires DHEC to publish [this list].... Coronavirus Infectious Disease 2019 (COVID-19)... Exclude students or staff with a positive PCR test or another approved test... Criteria for return: 10 days since symptoms started -and- 24 hours since the last fever without using fever-reducing medication -and- Symptoms improved. Asymptomatic students or staff with a positive viral test (PCR or antigen*) are required to be excluded from school until 10 days after specimen collection.... Close contact: Someone who was within 6 feet of an infected person... for a cumulative total of 15 minutes or more over a 24-hour period... Those returning before completion of the 14-day period should have daily monitoring for symptoms until 14 days have passed since their last exposure to the COVID-19 case.... Fully vaccinated people and people verified... to have been infected with COVID-19 in the previous 90 days who were in close contact... may not need to quarantine.

The Q3 2021 quarantine instrument for South Carolina's schools and child-care sector; the exclusion of asymptomatic positive students and the 14-day close-contact quarantine were mandatory conditions of attendance in every facility during the Delta wave.
