Operative words

I do hereby order non-essential personnel of the offices of state government to report to work remotely and not report to state offices... Essential personnel shall report to work as scheduled... All work-related, out-of-state travel is prohibited... This Executive Order shall apply only to state employees within the Executive Branch of state government under the direct control of the Governor. All other units of government and the private business sector shall make independent judgments on this matter.
