it has become necessary for courts in all counties statewide to limit public gatherings or otherwise significantly modify their regular operations... the provisions of SDCL 23A-44-5.1, commonly known as the 180-day rule, are hereby suspended effective as of March 13, 2020, for all counties statewide until rescinded by further order of the Court
