Operative words

in response to a recent surge of COVID-19 cases statewide and within the Fourth Circuit. It is hereby ORDERED that the moratorium on jury trials is extended through December 31, 2020, except as follows. Any judge may schedule and conduct a jury trial involving an in-custody criminal defendant if that judge concludes that the trial may be conducted in a manner consistent with the then-existing Centers for Disease Control guidelines
