Operative words

'Health care provider' means any person licensed by the Department to provide... health care services, including, but not limited to, a physician, dentist, nurse, optometrist, podiatrist... By October 1, 2021, all health care workers and providers must be vaccinated against COVID-19 [subject to medical exemption]; unvaccinated individuals must wear masks and undergo twice-weekly COVID-19 testing until that deadline.
