Operative words

This memorandum supersedes and replaces previously issued guidance and recommendations regarding visitation.... fully open and unrestricted visitation posed a clinical health and safety risk to other residents during this PHE, and therefore, it was reasonable to place limits on visitation.... Outdoor visitation is preferred... Facilities should allow indoor visitation... [only where] there has been no new onset of COVID-19 cases in the last 14 days and the facility is not currently conducting outbreak testing;... county positivity rate... Compassionate care visits... Core principles of COVID-19 infection prevention [screening, hand hygiene, face covering, physical distancing, cleaning].
