Operative words
This bill would, until February 1, 2025, enact the COVID-19 Tenant Relief Act of 2020 (Tenant Act).... [the covered time period] to mean the time between March 1, 2020, and January 31, 2021.... The bill would also enact the COVID-19 Small Landlord and Homeowner Relief Act of 2020 (Homeowner Act), which... [requires a mortgage servicer that does not grant a forbearance request during the effective time period to provide written notice of the reasons and] would also require a mortgage servicer to comply with applicable federal guidance regarding borrower options following a COVID-19 related forbearance.
