through 11:59 p.m. on October 31, 2021, I hereby prohibit the following activities related to residential dwellings in Washington State [the 21-09 prohibitions re-enacted: notices to vacate for covered nonpayment absent rental-assistance and repayment-plan conditions; late fees; treating unpaid rent from Feb. 29, 2020 through July 31, 2021 as enforceable debt outside the repayment-plan and dispute-resolution program].
