Operative words

[Proclamations 20-05 and 20-19 et seq. are amended to] temporarily impose certain prohibitions and shall continue to preserve residential tenancy until 11:59 p.m. on September 30, 2021, as provided herein... from July 1, 2021, until 11:59 p.m. on September 30, 2021, I hereby prohibit [landlords from serving or enforcing an unlawful detainer] complaint, notice of termination of rental, or notice to comply or vacate until both (1) a [rental assistance program and (2) an eviction resolution pilot program are operational in the county]... It is the intent of this order to bridge the operational gap between the eviction moratorium [and E2SSB 5160]
