Notes

The federal instrument that let every U.S. college and boarding school move F-1 students online in March 2020 while remaining SEVP-compliant; it conditioned that permission on reporting and on the school's own COVID-19 procedural change; the entry proclamations and consular suspensions (FED-B) then closed the pipeline of new international students for fall 2020.
