Ballotpedia (Ex. SEC-15-002): 'July 17, 2020: Gov. Gavin Newsom (D) announced that counties on the state's coronavirus watch list would begin the school year with online education only. As of July 20, 33 of the state's 58 counties were on the watch list.' The guidance's 'must' clauses were mandatory industry guidance under the State Public Health Officer's orders.
