Operative words

By order of the Kentucky Governor, however, they may not attend 'faith-based' 'mass gatherings' through May 20.... The first order, issued on March 19, prohibits '[a]ll mass gatherings,' 'including, but not limited to, community, civic, public, leisure, faith-based, or sporting events.'... On May 8, a district court from the Western District of Kentucky issued an order preliminarily enjoining the Governor from enforcing the orders' ban on in-person worship.
