Operative words
Responsible Parties must ensure that for any religious or funeral service, the congregant/attendee capacity is limited to no more than 50% of the maximum occupancy for a particular area as set by the certification of occupancy for services occurring indoors.... Responsible Parties must ensure that total outdoor capacity for religious or funeral service is limited such that a distance of at least six feet can be maintained... any time employees, volunteers, and/or attendees must come within six feet of another person, (or twelve feet, if singing) acceptable face coverings must be worn.

Notes
The June 2020 version set 25% (Phase 2) and 33% (Phase 4); the archived version carries the 2021 50% figure. Every 'must' standard was mandatory under the Governor's orders.
