Operative words

WHEREAS,... guidelines for the safe operation of close contact personal services, such as salons and barbershops, [were released]... [permitting reopening] on May 6, 2020;... [Effective at 12:01 a.m., Central Daylight] Time, on May 6, 2020, Paragraph 11.a. of Executive Order No. 30, dated April 28, 2020, [is amended to permit close contact personal services to operate]... [in accordance with] the Close Contact Business Guidelines issued by the Governor's Economic [Recovery Group].
