Operative words

The term 'workers' as used in this guidance is intended to apply to both employees and contractors performing the described functions.... Warehouse operators, including vendors and support personnel critical for business continuity (including heating, ventilation, and air conditioning (HVAC) and electrical engineers, security personnel, and janitorial staff), e-commerce or online commerce, and customer service for essential functions.... Workers supporting the operations of commercial buildings that are critical to safety, security, and the continuance of essential activities, such as on-site property managers, building engineers, security staff, fire safety directors, janitorial personnel, and service technicians... Support required for continuity of services, including commercial disinfectant services, janitorial and cleaning personnel, and support personnel functions that need freedom of movement to access facilities in support of front-line workers.... Workers who support financial operations and those staffing call centers... Workers who support administration and delivery of unemployment insurance programs, income maintenance, employment service, disaster assistance, workers' compensation insurance and benefits programs, and pandemic assistance.... those who provide temporary licensing waivers for security personnel to work in other States or Municipalities.

Version 3.0 is the version most spring-2020 State orders incorporated 'as updated'; it is the federal text that treats contractors as workers and names janitorial, security and call-center functions as continuity support at sites that remained open.
