Operative words
Section 1. I hereby order that a covered entity shall not permit a patron, full- or part-time employee, intern, volunteer, or contractor to enter a covered premises without displaying proof of vaccination and identification bearing the same identifying information as the proof of vaccination.... 5.... a. 'Contractor' means the owner and/or employees of any business that a covered entity has hired to perform work within a covered premise, except that it shall not include nonresident owners and/or employees.

Notes
The Delta-wave order that most directly reached contract security, cleaning and event staffing in the largest metropolitan market: the contractor's employee could not enter the client's premises without proof of vaccination.
