Operative words

(3) Not less than $200,000,000 shall be available to sponsors of primary airports to provide relief from rent and minimum annual guarantees to on-airport car rental, on-airport parking, and in-terminal airport concessions (as defined in part 23 of title 49, Code of Federal Regulations) located at primary airports: Provided, That such funds shall be distributed to all sponsors of primary airports... based on each such airport's passenger enplanements compared to total passenger enplanements of all airports... for calendar year 2019: Provided further, That as a condition of approving a grant under this paragraph, the Secretary shall require the sponsor to provide such relief from the date of enactment of this Act until the sponsor has provided relief equaling the total grant amount
