(b)... the Secretary shall allow a State agency or an area agency on aging, without prior approval, to transfer not more than 100 percent of the funds received... between subpart 1 and subpart 2 of part C... (c) HOME-DELIVERED NUTRITION SERVICES WAIVER.--... during the period of the COVID-19 public health emergency..., the same meaning shall be given to an individual who is unable to obtain nutrition because the individual is practicing social distancing due to the emergency as is given to an individual who is homebound by reason of illness. (d) DIETARY GUIDELINES WAIVER.--... the Assistant Secretary may waive the requirements for meals...

Section 3222 is the statute under which every congregate-meal site in the country converted to home delivery: it redefined a socially distancing older adult as homebound and let 100 percent of congregate funds move to home-delivered meals. Section 3223 extended Title V community service participation. FFCRA Division A (Ex. ECO-B-002 series) appropriated the $250 million for Title III-C nutrition. These are the payer-side counterparts of the State senior-center closure orders.
