Operative words

For the purpose of this guidance, 'media production activities' encompass all activities undertaken in motion picture, music, television, and streaming productions on set, on location, or at any production or recording site... any activities taking place in offices must operate in accordance with 'Interim Guidance for Office-Based Work'...; any activities related to construction must operate in accordance with 'Interim Guidance for Construction Activities'...; any activities related to hair and make-up must operate in accordance with 'Interim Guidance for Hair Salons and Barbershops'... and 'Interim Guidance for Personal Care Services'...; any activities related to food services must operate in accordance with 'Interim Guidance for Food Services'...; and any activities related to real estate for locations or property scouting must operate in accordance with 'Interim Guidance for Real Estate Services'... These guidelines are minimum requirements only... The Responsible Parties - as defined below - are accountable for adhering to all local, state and federal requirements relative to media production.

Notes

The Background section recites EO 202 (Mar. 7, 2020), EO 202.6 (Mar. 20: 'directing all non-essential businesses to close in-office personnel functions'), EO 202.16, 202.17 and 202.18 (face coverings), so the document is the State's own account that media production was closed as non-essential from Mar. 22, 2020 and reopened only under these conditions.
