WHEREAS,... offices have implemented precautionary measures to limit in-person contact, including the increased use of drive-through... WHEREAS, despite increased hours and drive-through services provided by the Division, the public need for vehicle registration... NOW, THEREFORE, I, Gary R. Herbert, Governor of the State of Utah, hereby order the suspension of enforcement [of the vehicle registration provisions recited]...
