Operative words

The total number of attendees (including both participants and spectators) cannot exceed the lesser of 50% of the lowest occupancy load on the certificate of occupancy, if applicable, or 1000 persons.... All public and private in-person gatherings of more than 250 individuals are prohibited.... Institutions of higher education shall comply with all applicable requirements under the Phased Guidance of Virginia Forward and the 'Guidelines for All Business Sectors.'... Overnight services of summer camps... must remain closed.

VDH and ABC enforce business restrictions (Class 1 misdemeanor under § 32.1-27; injunctive relief); gathering violations Class 1 misdemeanor under § 44-146.17, enforceable by any law-enforcement officer

Notes

'Until amended or rescinded'; a 'gathering' excludes more than 250 persons performing functions of their employment.
