Operative words

I hereby prohibit the following [activities by nursing homes licensed] under RCW 18.51 and assisted living facilities licensed under RCW 18.20, which restrictions shall remain in effect until midnight on April 9, 2020: [visits limited to one adult visitor per resident per day, in the resident's room; screening of every person entering; visitor logs kept 30 days]... This prohibition does not apply in end of life situations.
