Operative words
As an addendum to Proclamation 20-25, this memorandum serves as the criteria for a limited Phase 1 Construction Restart.... This memorandum rescinds previous guidance related to construction from the essential business list [and permits existing low-risk construction to resume only under the listed job-site requirements: site-specific COVID-19 supervisor, distancing, PPE, sanitation, screening and training]
Enforcement
Through Proclamation 20-25 (RCW 43.06.220(5)) and L&I enforcement
Notes
Washington halted non-essential construction from March 25 to April 24, 2020 (existing projects only, one of the strictest construction closures in the country) and restarted it in phases under written job-site conditions.
