Operative words

On May 4, Governor Inslee announced a two-week pause in the county-by-county evaluation under the Healthy Washington: Roadmap to Recovery. On May 13, Governor Inslee announced that the state is moving toward a statewide June 30 reopening date and that all counties in Washington will move to Phase 3 of the Healthy WA: Roadmap to Recovery reopening plan effective May 18 until June 30.... Professional Services: Remote work strongly encouraged, 25% capacity otherwise [Phases 1-2].... Eating and Drinking Establishments [Phase 1]: Indoor dining prohibited. Outdoor or open-air dining, end alcohol service/delivery at 11PM, max 6 per table... [Phase 2]: Indoor dining available 25% capacity, end alcohol service/delivery at 11PM.... Large indoor events are defined as any event with more than 10,000 simultaneous participants located in an indoors enclosed space. Large indoor events are restricted to 75% capacity, unless vaccination verification is occurring.

Notes

The plan's activity table gives the Phase 1, 2 and 3 caps for gatherings, retail, professional services, personal services, eating and drinking, weddings and funerals, fitness, indoor entertainment, religious services and spectator events.
